| About Me | Julien Serrano-O’Neil is the President of the Pine Hills Community Council (PHCC), serving as the youngest and first Gen-Z leader in the organization’s history. A proud graduate of Maynard Evans High School, he began his journey in community leadership as a student participant in local youth development programs. He currently serves as Chief Relationship Officer & First Vice President of the United Foundation of Central Florida, where he leads strategic partnerships, community engagement, and philanthropic initiatives. Julien is also pursuing dual master’s degrees in Nonprofit Management and Public Administration at the University of Central Florida. With over a decade of experience in nonprofit leadership and civic engagement, he leads PHCC under his “PACE Administration” — Participation, Accessibility, Collaboration, and Excellence — focused on strengthening community voice, expanding partnerships, and advancing initiatives that promote a clean, safe, and prosperous Pine Hills.
